Weaver criticized council members for deferring responses to the city manager, said council members are entrusted public servants not entitled ones, and revisited her opposition to the 63-acre Virginia State School for the Deaf and Blind decision, calling it a travesty and arguing it should have gone to housing instead of industrial use.
